HATC HUD Score

The Housing Authority of Travis County has been named a “High Performer” by HUD’s Real Estate Assessment Center. PCHA received a score of 93 out of 100 possible points. The Housing Authority earned their designation as a PHAS High Performer through detailed measures of their performances as a public housing agency.

hudimgHUD’s Public Housing Assessment System (PHAS) is based on four indicators: physical inspection, financial condition, management operations, and resident satisfaction and service. Following the annual PHAS review, the system produces a score that reflects the PHA’s overall management performance.

The Housing Authority of Travis County has received a “high performance” rating for its Public Housing Program, and due to the score will reap the benefits of additional US. Department of Housing and Urban Development (HUD) assistance in the form of additional grant program opportunities. The Housing Authority has previously been designated as a “standard performer” based on receiving scores of 89 and 86 for FY2012 and FY2013, respectively, under HUD’S Public Housing Assessment System (PHAS). Housing Authority of Travis County’s final Public Housing Assessment System (PHAS) score for the fiscal year ending June 30, 2014, is 93, seven (7) points higher than the previous year.
The Public Housing Assessment System measures the performance of the housing authority and enables HUD to better manage public housing programs by identifying the housing authority’s capabilities and deficiencies related to the administration of public housing.
PHAS examines all areas of a housing authority’s operations. Following are four types of indicators that are scored and the ratings that Housing Authority of Travis received in each of the categories:

  • Physical 28 of 40 points
  • Financial 23 of 25
  • Management 25 of 25
  • Resident 10 of 10
