Portability

Housing Choice Voucher Program participants can take their vouchers with them if they move (port) within the U.S. to another area with a Housing Choice Voucher Program. For current Housing Authority of Travis County program participants, contact your Housing Specialist for an appointment to begin your transfer process.

For Incoming Portable Families

All Portability paperwork should be sent by your Housing Authority to the Housing Authority of Travis County either by the mail, email, or fax.
The required paperwork should include:

HUD-52665 Family Portability Information Form
Client's current voucher
Current 50058 Form
Current EIV Report
Client's current income verifications
Client contact address and phone number

FAQs Regarding Portability Processes

Q?

My HATC voucher has expired and I didn’t submit a Request for Tenancy Approval. What do I do now?

A.

HATC will send you a letter which will explain that we are closing your file and your documents are being returned to your initial Housing Authority for failure to lease up.

I wish to cancel my port to Travis County and return to my Initial Housing Authority. What do I do?

A.

You will need to submit a written declaration to HATC stating that you want to cancel your port request and have your documents sent back to your initial Housing Authority.  Then, you must inform your initial Housing Authority that you cancelled your portability request.

I have submitted my request to my Housing Authority to port to Travis County? What do I do now?

A.

You must contact the Housing Authority of Travis County (HATC) to set an appointment to receive you voucher.

I am new to Travis County, where do I start looking for housing?

A.

Can I move into the unit before the paperwork has been processed?

A.

The Housing Authority of Travis County does not advise that you do so.  You must be determined eligible for the unit, the unit must pass a Housing Quality Standards (HQS) inspection, and the rent must be determined to be reasonable prior to you moving in.

How much will I pay?

A.

After you locate a unit, turn in the Request for Tenancy Approval, and it is approved, an Estimate Letter will be mailed to you. Once the unit passes inspection, a final Rental Assistance Lease Addendum Change Notice will be mailed.

How much is my Voucher worth?

A.

The HCV program is an income-based program and the amount of your housing assistance depends upon your income and your voucher size.  Once your paperwork is received and processed, you will receive a Voucher Estimate sheet that will assist you with selecting an affordable unit.

Can I get an extension on my Voucher?

A.

For Incoming Portability, the time provided on your voucher by your current PHA will be the same time issued by the Housing Authority of Travis County.  No extensions will be granted unless for reasonable accommodation for a person with disabilities or if HATC plans to absorb the incoming portable voucher.

For Outgoing Portability, voucher extensions must be submitted, in writing, at our office prior to the expiration date of your voucher and will only be approved under extenuating circumstances.  Please allow 10 business days for a decision.

May I add someone to my Voucher?

A.

HATC will NOT add members to your household during your portability process.  Only the household composition recognized by your initial Housing Authority will be processed during the HATC portability process.
