Position Summary / Basic Function

The Housing Authority of Travis County (HATC) is seeking a Resident Services Coordinator to develop, coordinate, and enhance programs that strengthen housing stability, promote self-sufficiency, and improve the overall well-being and quality of life of its residents and program participants.

The Resident Services Coordinator is responsible for coordinating resident services programs, connecting residents to community resources, building partnerships with service providers, and supporting resident engagement activities across HATC communities, as well as promoting access to services, programs, and resources for families participating in the Housing Choice Voucher (HCV) and Mainstream Voucher programs. This position plays a key role in implementing programs related to education, employment, health and wellness, food access, youth development, senior services, financial empowerment, and community engagement.

This is a highly visible, field-based position requiring regular travel between HATC properties and frequent interaction with residents, community partners, and third-party property management staff. The ideal candidate enjoys working directly with people, solving problems, building relationships, and maintaining a strong presence within the communities they serve.

Essential Duties & Responsibilities

  • Maintain a regular onsite presence at HATC properties and serve as a resource for residents and HCV and Mainstream Program Participants.
  • Promote resident participation in programs, workshops, events, community initiatives, webinars, and online courses. Create, post, and distribute flyers, monthly calendars, and program information throughout HATC communities. Distribute information to HCV residents as directed.
  • Respond to resident inquiries and connect residents with community resources, public benefits, supportive services, and Housing Authority programs.
  • Support access initiatives, including Summer Meals and Farmers Market programs, by assisting with compliance requirements, attendance tracking, reporting, resident participation, and partner coordination.
  • Assist residents with program enrollment, resource navigation, and follow-up support.
  • Prepare sign-in sheets, maintain attendance records, and complete required program reporting.
  • Maintain accurate records, case notes, program documentation, and data entry requirements; collect and analyze demographic and program data, resident feedback, and survey results; and prepare periodic reports.
  • Assist with the collection of program outcomes, performance metrics, and reporting requirements associated with grants, HUD initiatives, and agency programs.
  • Develop and maintain partnerships with community organizations, service providers, educational institutions, and other stakeholders.
  • Develop and maintain a comprehensive list of available community resources for residents.
  • Coordinate resident events and activities, including all planning, setup, breakdown, attendance tracking, and documentation. Attend meetings with community partners and coordinate resident services activities, workshops, and events.
  • Collaborate with third-party property management staff to support resident engagement, outreach efforts, and program implementation.
  • Serve as a liaison between residents, HATC staff, community partners, and HATC 3rd party property management representatives.
  • Respond appropriately to residents experiencing emergencies or crises by providing referrals and coordinating access to available resources and supportive services.
  • Purchase, transport, and distribute program supplies, incentives, gift cards, bus passes, and outreach materials.
  • Conduct resident needs assessments and identify service gaps, trends, and emerging community needs to inform program planning.
  • Evaluate outcomes of regularly scheduled on-site programs and services as required for quality improvement.
  • Perform other duties and special projects as assigned.

Minimum Qualifications / Preferred Qualifications

  • Bachelor’s degree in Social Work, Human Services, Public Administration, Sociology, Psychology, Urban Planning or a related field preferred.
  • Minimum two (2) years of experience in case management, resident services, social services, affordable housing, community outreach, or a related field.
  • Knowledge of community resources, public benefits, workforce development programs, and supportive services.
  • Understanding trauma-informed care and resident-centered service delivery.
  • Experience enrolling individuals into programs and providing resource navigation.
  • Experience planning and coordinating community programs, workshops, and events.
  • Experience developing partnerships with community organizations and service providers.
  • Experience working with low-income families, seniors, individuals with disabilities, and diverse populations.
  • Strong communication, customer service, conflict resolution, and relationship-building skills.
  • Ability to work independently, manage multiple priorities, and maintain accurate documentation.
  • Proficiency in Microsoft Office Suite, Adobe Acrobat, Canva, Constant Contact, Excel, and data tracking systems; OneSite experience preferred.
  • Bilingual English/Spanish strongly preferred.
  • Valid Texas Driver’s License and insurance required.

  • Follow established HATC policies, procedures, HUD requirements, and professional standards while supporting resident services initiatives.
  • Maintain professionalism, confidentiality, and effective communication with residents, staff, community partners, and property management personnel.
  • Exercise sound judgment when responding to resident needs and coordinating services.
  • Assignments may vary based on departmental priorities, resident needs, special events, and program requirements.
  • Ability to work independently and as part of a team.

Complexity

  • Work involves coordinating multiple resident services programs, community partnerships, outreach activities, and special events simultaneously.
  • Requires independent judgment, problem-solving, prioritization, and the ability to adapt to changing resident and organizational needs.
  • Must effectively balance field-based responsibilities, administrative tasks, program compliance requirements, and community engagement efforts.

  • Successful performance contributes to resident engagement, housing stability, self-sufficiency, program participation, and the overall effectiveness of HATC resident services initiatives.
  • Supports HATC’s mission by connecting residents to resources, services, and opportunities that improve quality of life.

External Contacts

  • Frequent interaction with residents, third-party property management staff, community partners, service providers, volunteers, vendors, educational institutions, healthcare organizations, food banks, government agencies, and other organizations supporting HATC programs and services.

Internal Contacts

  • Frequent contact with HATC staff across multiple departments, including Resident Services, Affordable Housing, HCV, Administration, and Executive Leadership.

Physical Demands

  • Work is performed both indoors and outdoors and includes walking throughout apartment communities, attending resident events, and participating in outreach activities.
  • Must be able to lift, carry, transport, and set up program supplies, event materials, tables, chairs, food boxes, and other items weighing up to 25 pounds.
  • Regular travel between HATC properties and community partner locations is required.
  • Some evening and occasional weekend work will be required.

Work Environment

  • Work is primarily field-based and performed at HATC properties, resident events, partner agencies, and other community locations.
  • Position requires significant interaction with residents, community partners, and third-party property management staff.
  • The environment is fast-paced, community-focused, and requires flexibility to respond to changing resident and program needs.

Starting Salary

‍Pay rate: $54,000 annually
