Family Self-Sufficiency

The FSS Program is a voluntary 5-year program that helps families receiving housing assistance become financially independent. Participants receive support to improve financial skills, find employment, and increase income.

How it works

FSS participants work with a Coordinator to set goals and access resources for employment, education, and financial growth. A major benefit is the Escrow Account: as your earned income increases, a portion is deposited into a savings account managed by HATC. Escrow funds can only be accessed upon successful completion of the program and achievement of your goals.

Eligibility

To join the FSS Program, you must:

  • Be a current HATC resident in good standing (HCV, PBRA, FUP, FUPY, VASH, or EHV)
  • Be motivated to achieve self-sufficiency
  • Commit to working on goals like employment, education, and budgeting
