To Recommend to the Travis County Commissioners Court via an Amendment to its Articles of Incorporation, the establishment of an HATC tenant Commissioner ex-Officio position on the HATC Board of Commissioners.

To Approve an amendment to the Housing Choice Voucher (HCV) Annual Contributions Contract (ACC) to include HATC participation in the Moving to Work (MTW) demonstration program.

To authorize the submission of the MTW Application to HUD and make necessary certifications and agreements for its implementation.

To approve the execution of necessary documentation for the development of Manor Town Apartments Phase 2 in Manor, Texas, and to submit an application for funding to the Texas Department of Housing and Community Affairs. HATC will also contribute $655,680 in equity towards the development and provide funding for any operating deficits during the affordability period.

To approve the HR Committee's HR consultant recommendation and authorize the HR Committee to finalize the terms of an agreement and execute a contract.

To adopt the 2021 HCV Payment Standard change, effective January 1, 2021, for all applicable programs in accordance with HUD requirements and to provide opportunities for families to locate suitable housing.

To approve the scope of work and associated language within Solicitation No. HATC-2020-02 for HR consultant services.

To appoint directors to the Travis County Facilities Corporation, expanding the board composition from three to five directors.

To amend the bylaws of the Travis County Facilities Corporation (TCFC) to increase the number of directors from three to five.

To amend the Housing Authority of Travis County (HATC) Fiscal Policy Framework by adding a Fixed Asset Capitalization Policy, increasing the capitalization threshold from $1500 to $3000.

To amend the HATC Rent Collection Policy, including updates to late fees, rent disputes, repayment agreements, eviction processes, and other related matters.

To approve the establishment and implementation of an electronic document management system, creating a central document repository, converting paper-dependent processes into electronic workflows, and using digital signatures.
